温哥華余風采堂章程

第一章 總則

第一條: 本堂為加拿大温哥華埠宗人之聯聚機構、定名為【温哥華余風采堂】,英文名為Yee Fung Toy Society of Vancouver

第二條: 本堂以聯絡感情,團結力量,推進族務,共謀族人福利,及贊助慈善公益為宗旨。

第二章 堂員

第三條: 凡居住温哥華之余氏宗人,不論年齡性別,經本堂認可者均得加入為堂員,並於註冊時繳交入堂費及應繳之年捐。

第四條: 凡入堂滿六個月而又盡足義務繳清年捐者,方能享有本堂一切福利,堂員年滿十八歲,享有本堂之選舉權與被選權, 在堂員大會時有發言權及表決權,己入堂而未盡足義務繳清年捐者,不能享有上述之權利。

第三章 會議

第五條: 本堂定期每年四月份月會舉行全體堂員會議一次。 以超過廿五人出席為合法。

第六條: 每月理事職員開會一次。 全體職員會議,以出席人數過半為合法,如有特別事情,召開臨時會議。

第七條: 在會議席上之提案,應有附議人,方能提出討論。討論提案,須出席過半人數贊成,方得通過。

第八條: 討論事項,在表决時,如贊成與反對人數相同,得由主席決定之。

第九條: 凡經通過之議案,須再行決議者,要用書面陳明理由,提交月會討論,經出席人數三分之二贊成,方能將此議案否决。

第四章 選舉

第十條: 本堂職員任期為二年,於任期屆滿之年底舉行選舉。翌年正月月會時舉行交代。

第十一條: 由全體堂員選出之理事,以票數最多之前十一名當選。 第十二至十五,四名為候補。

第十二條: 正主席由當選理事互選之,再互選副主席,以票數多少排名。

第十三條: 各科主任除由當選理事選出外,為選賢能起見,得在堂員中有才能者選出之。

第十四條: 選舉如遇票數相同時,得由顧問當眾抽籤決定之。

第十五條: 凡歷任本堂重要職位而有功績者,可由理事會聘請為顧問、名譽顧問、或名譽主席。

第五章: 組織

第十六條: 本堂職員為理事制、其職位分配如下:
o 主席一名,副主席二名
o 書記主任一名,副一名
o 財政主任一名,副一名
o 交際主任一名,副一名
o 福利主任一名,副一名
o 康樂主任一名,副一名
o 核數主任一名,副一名
o 耆英組主任一名,副一名
o 青年組主任一名,副一名
o 婦女組主任一名,副一名
o 教育基金主任一名,副二名
o 庶務員一名(非理事)

第六章 職權

第十七條: 主席 - 對內主理堂務,對外為本堂代表人。 主席出缺時、由副主席代理之。

第十八條: 書記科辦理日常堂務,來往文件,進支數目、會議記錄及要件保管。

第十九條: 財政科掌理收支款項等財務事項、銀行存款及提款、須由主席,書記,財政三人中之二人簽名方生效力、倘提款數目超過伍佰元、須 經月會通過、方得提支。

第二十條: 交際科辦理對外交際及英文文件。

第二十一條: 福利科辦理本堂員一切慈善福利事務。

第二十二條: 康樂科辦理本堂一切康樂活動事宜。

第二十三條: 核數科核算對本堂一切賬目工作。

第二十四條: 耆英組辦理有關耆英堂員一切事務。

第二十五條: 青年組辦理青少年堂員各種健康活動,指導學習各項技能和知識。

第二十六條: 婦女組聯絡婦女界及辦理有關婦女事宜。

第二十七條: 教育基金會辦理獎勵青少年堂員及其他教育事宜。

第二十八條: 庻務員負責本堂所清潔工作、管理物品,派送文件等。

第二十九條: 本堂理事有協助各科工作之義務。

第三十條: 顧問有指導辦理堂務之責。

第三十一條: 本堂之正副主席、書記、財政、福利等科及庻務員、每年或每月得酌領酬金,其金額多少於每次選舉前決定之。

第七章 附則

第三十二條: 本章程由二零零六年四月二日堂員會議通過之日起發生效力。


回顧百年事

光陰似箭,自從 1858 6 28 日首批華人來到加拿大西部,而在 1871 年卑詩成為加拿大之省份。 當時,即大約百多年前,我們余氏前輩己組成有孔懷房,後稱武溪房, 設立在温哥華埠佐治東街 300 號地段作為聯誼通訊之用。 及後余氏兄弟不斷增加,而當時到加之華人必經之地 --- 維多利亞埠 --- 即現今卑詩省府所在地,一班余氏父老商量議决于光緒甲辰年即 1904 年成立加拿大第一所風釆堂。

但時移世易,温哥華人流速增,商務發展進步,本族首長早有遠見,幾經東奔西跑,幸得熱心父老出錢出力,終於在 1949 年購下現址。


Constitution

  1. The Society is registered as a non-profit organization at Victoria, B.C. as the 'Yee Fung Toy Society'. To distinguish itself from other Yee Fung Toy societies, the Society refers to itself as the Yee Fung Toy Society of Vancouver.
  2. Ordinary membership is open to all members of the Yee Family. Voting members must be 18 years or older.
  3. There shall be an Annual General Meeting. A quorum of 25 voting members is required.
  4. Members shall elect a Board of eleven Directors every two years.
  5. Each Board shall fill these executive positions from elected Directors:
    • Chair
    • Vice-Chairs (2)
    • Secretary
    • Treasurer
  6. Each Board shall fill these Committee positions from elected Directors or ordinary members:
    • Auditor
    • Public Relations
    • Welfare Committee
    • Recreation Committee
    • Seniors Committee
    • Women’s Committee
    • Youth Committee
  7. Each Board shall renew or appoint Advisors for the purpose of counseling and guiding the Board and Committees in fulfilling their responsibilities.

Building the Yee Fung Toy Society

The founding of the Yee Fung Toy Society (YFTS) 100 years ago was a direct result of Chinese immigration into British Columbia,which began in the 1850s with the discovery of gold in the Fraser valley. Many of these early immigrants came from the provinces of Guangdong and Fujian. They sailed to San Francisco but in May of 1858 reports of the discovery of gold sent some of them to Victoria. It is reported that the first Chinese arrived in Victoria on June 28, 1858 (source).

In 1871, as British Columbia entered confederation (and joined the new Dominion of Canada founded in 1867), it had about 3,000 Chinese within its boundaries, mostly men.

Victoria became a centre for Chinese immigrants either on their way into Canada, or on their way back to China. There were enough members of the Yee Family in Victoria that in 1904 they formed an association to help out one another. They provided the most basic of services. In the beginning they would pool their resources to rent a few rooms for extended periods, so that whoever is in town from the gold mines or the railway camps would have a roof over their heads during their stays, no matter how crowded it might get. They might cook some meals together, and pass their leisure time playing Mah Jong and smoking their water pipes. In time the association would save up enough money to buy a small property to serve as permanent quarters for the YFTS in the Victoria Chinatown area.

A similar story took place in Vancouver in terms of developing a Yee Fung Toy House. As the commercial importance of Victoria waned, so did its Chinese population. In 1951 the YFTS was moved to Vancouver Chinatown in its current location at 226 East Georgia Street.
